SVN Post-Commit (Confused)

I'm reading over the following on the Dreamhost wiki:

Right off the bat (with step one) I'm confused.
"1. Move your non-working post-commit file to post-commit.bash."
What's my non-working post-commit file supposed to be? What is supposed to be included in this file?
Any help would be great. Thank you!
