Announcement list opt-in

For the new year, I'm re-tooling an organizational web site for which I use a DH announcement list.
I just got done reading the k-base about it. and I'm confused on about the confirmation that is now required because of the anti-spam policy.
What exactly do I need to have on the confirmation page (EmailConfirmURL) that I direct users to with an auto-responder? I tried to manually enter a new subscriber today and found that I need to have them opt-in as well, so I do need to figure this out, even if I wasn't re-doing the site.
