new FTP user questions

Can I make a new FTP user under my hosting and give them access to ONE folder in my home directory?
E.g.
new user called newuser123, so their dir is:
/home/newuser123
Can I give newuser123 access to SPECIALFOLDER in
/home/olduser123/SPECIALFOLDER/
Does that make sense?
