Master WebID and Subordinate WebID

1 day and 7 hours is my "Support Message Age" about this problem.
I've a webid from which I've created subordinate webid for a friend of mine.
I've choose "PLAN" privileges for him because I've read that in this way he can manage users himself.
So, from the subordinate webid panel, I've added a new user, called "user2".
The problem is that I cannot see and edit "user2" details from the users panel of the subordinate webid (https://panel.dreamhost.com/index.cgi?tree=users.users&).
"user2" is visible only from the master webid panel.
Is this a problem or a "feature"?
