How do I enable a CGI-BIN directory within my FTP accessible folders?
I intend to do my own manual installation of MoveableType, using the most current version available. I do not want to use a one-click install, if that means anything.
Is standard Perl/CGI available with Dreamhost hosted domains?

You can run CGI from any location. There is no need have a specific cgi-bin but you can create one yourself if you wish for completeness. Just make the files executable as normal.
