Can I host a users files on web without a domain

Just say someone wnated their own account to store soem web pages but they did not have a web address, how would i set them up their own user to upload to and what woudl the long URL be?

Probably the easiest way would be to create a FTP/Machine user for them, then create a sub-domain under the control of that user.

You can either create a sub-domain of one of your existing domains, or use a free dreamhosters.com sub-domain.
