Chmod errors?

Hey,

I've been scanning the forum and seems a few people have had the same problem as me, but haven't been able to find a clear answer on it.

I am trying to set up some .cgi files and I have to chmod them but everytime I do, leave the folder, and come back, they go back to a default 644.

Can anyone give me a suggestions on how I can change this? I tried it using WS FTP Pro and then through DreamHost's web ftp, but nothing seems to work.
