Issue with Custom install of PHP5

After installing as per the wiki, I receive the following error when navigating to my domain:
Forbidden
You don't have permission to access /cgi-bin/php.cgi/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
