Grant External Mysql Access

Does this option still exist? From the Wiki:
""If you are running this command from shell on your old host, you can grant remote access to your DreamHost database from the Panel (http://panel.dreamhost.com) > Goodies > MySQL > and click the modify link for the user on the datbase you want to migrate your data to. I can't seem to find it.
