Is it just me, or are we no longer able to create web id's without signing up for a plan?

This kills the whole "reseller friendly" gig..

I went into Account Privileges, and it gave me the option to create a WebID for one of my accounts. I went to the form, but didn't submit it since I don't need another WebID.
