Error log?

I'm having some errors with my scripts and the default error logs are of no use... all they say is missing .html.
I tried to set my own php error log via php.ini but 5 minz later the .ini file was missing.
Are we allowed to set error logging ourselves? Really need some help debugging this. Thanks.
