CPU minute usage warning - I don't want to go

Hi, I need some help. My site, phillyfuture.org, has been quarenteened (put on a special server with restricted capabilities) by Dreamhost due to his CPU utilization.
In the reports I see only php.ini as the main culpret. I attempted to follow the isntructions found here:

But my site became inoperable afterwards so of course I switched back. Can anyone help? I am running CivicSpace/Drupal.
If I can't figure out this problem, I'm going to have to migrate to a new hosting solution. I really don't want to. I think Dreamhost offers a good balance of support and features.
Interestingly enough - Philly Future is a fairly low traffic site. Around 10k visitors a day. We consume high bandwidth due to our ingest of RSS.
