If I'm not using a portion of my space, can I rent it to another individual and perhaps even register a domain name to attach to it? Is this allowed through Dreamhost?

Just remember that since they're under your account, you're ultimately responsible with Dreamhost for their activities - if they engage in any prohibited activities, it's your account on the line. Make sure your renter understands the Terms of Service and Spam Policies.
