PHP.INI question

Ok, I installed the gallery2 software on my website but I'm having problems uploading large files to it. I searched on the gallery2 site and found a possible solution to it, but I don't know how to implement it. It says that I need to change a few settings in the PHP.INI file, but after finding it, I'm assuming that you can't edit that file. How do I go about overriding/changing a few settings in the PHP.INI file that my website will use?
