CGI not working?

Hi,
I am new here and cannot get any cgi script to work. I have changes the path to perl and permissions are fine. What am I missing here. Is the an error log? I cannot find it.
Are the servers running unix/linux apache? Most of my webhost have Cpanel so I am finding this a bit strange.
I opened a ticket on this issue yesterday and have not received a reply. Is this usual?
