upload_max_filesize

I've followed every step on http://wiki.dreamhost.com/PHP.ini and still can't change my upload_max_filesize to more than 7MB. I have a script wrapper with a modified PHP.ini, along with a .htaccess, but still nothing.
Somebody please help. Thanks!
