Non web based access to Email Announce

Hi folks,
I've had a good read of the KB on Announcement Lists but have been unable to get an answer to this particular question. Is there any way to email to a list - as the owner of it, and then have that sent to the members of the list - as you would do if using Majordomo? I need a client to be able to use his own email engine to send a mail to an Announce list for his site and don't want to let him get onto the control panel to do it
