CVS and users and groups

I would like to be able to add users to my account and set up CVS so it can be acccessed by all of the users I add.
I have created a test user and assigned it along with my own user name to a group. When I log in (via FTP) under the new user I've created the only thing I have access to is the users home space (/home/new_user/).
My question is, how do I add new users AND allow them to work as a group on a CVSROOT that's not in their home directory.
