Only the owner, or groups assigned to that directory, can have access to the contents. What do you mean by shared?

By shared, I mean a shared hosting account with Dreamhost. There's only one user on the account.

I use WinSCP and connect via SFTP.
Open the .htaccess file and edit away (it's just a text file)

Ok, fixed it by uploading "copy.htaccess" and then renaming to back to ".htaccess"
