I am on the main FTP account, and the file permissions will not stick, no matter how many times I go fix it. How can I get them to stick?

This usually isn't a problem. Which directory are you trying to change?

I am trying to change the directory called forums, used for phpBB forums. I figured this would be the place to ask, since phpBB isn't causing it.

You can try using WebFTP from the panel under Domains -> Manage Domains and see if that does a better job.
Which FTP client are you using? And what permissions are you setting (eg. 755)? How long does it take before the change "unsticks?"

I use FileZilla, but I will definitely try the WebFTP!
I am setting them to 777. The folders are usually 755.

It sounds to me that phpBB is changing them, though I am not positive about that. What I am positive about is that there is no reason to set permissions to 777 on a directory that is reachable from the web.
Irrespective of what you may have heard, or see in documentation, under suEXEC used at DreamHost 755 permissions is sufficient for the webserver to be able to write files.
