Yes I'm in some quite trouble and don't know what to do, DreamHost disabled my account and now I can't get access to my data or transfer my domains to our new hosting?
Is it legal for dreamhost to hold my domains and not let me access my files?

They don't have to let you access your files if you've violated their Terms of Service. If your domains are registered here, you should be able to change nameservers to your new locations, or even transfer your registrations to another registrar.

That's what I thought I think them disable our accounts was a mistake on their end. I tried e-mailing them, but still haven't got a response.

How long have you been waiting? I don't think the abuse department does much deep investigation on the weekend.
FWIW, I'd be surprised if any host allowed you access for certain ToS violations.
