SFTP Issues

Hi recently iv tried to setup shell access, and iv managed to assign it to the account i want to use it on but when i try to connect everytime it just times out dosnt establish a connection at all.
i tried telnet, ssh and sftp. Any idea???
is the host supposed to be my website, iv tried my web address same as the ftp, and iv tried the server its ment to be located on but still times out.
