Posting to an Announce List from PHP

Does anyone have a PHP or Perl script that they use to send e-mails to an Announce List?
I have a PHP script that can open an SSL connection, receive a cookie, then send the cookie back with my login information but each time I do this panel.dreamhost.com says my browser doesn't support cookies, leading me to believe it didn't like the cookie I sent back to it for some reason.
Has anyone already created a Perl or PHP script to do this?
