In the TOS the following is stated: "Customer may only use DreamHost Webhosting's Server for lawful purpose. Transmission of any material in violation of any Country, Federal, State or Local regulation is prohibited. To this effect, child pornography is strictly prohibited as well as housing any copyrighted information on DreamHost Webhosting's Server for the purpose of illegal distribution or infringement."

What concerns me is the "any Country", does this mean if North Korea decides to make it illegal to talk about South Korea this applies to my dreamhost account?

Wouldn't it be better to just follow U.S. Law?

You're not reading it right. Expand the sentence like this:

Transmission of any material in violation of any Country regulation is prohibited.
Transmission of any material in violation of any Federal regulation is prohibited.
Transmission of any material in violation of any State regulation is prohibited.
Transmission of any material in violation of any Local regulation is prohibited.

It is not referring to "any Country", but rather to "any regulation".

DH is just trying to cover themselves. I think it would only matter to you if you were bashing China, for instance, and you happened to LIVE in China and they wanted your site shut down. Naturally if you lived in America or somewhere that allowed you to exercise free speech it wouldn't matter to you at all (unless there happened to be some quirk on the books of your local government that is).

right, the law only applies if you're living there. The way internation law works out, is that you have to be in compilence with the laws where you live, and the laws where your server lives. So, if you live in California, and DH is in Caliefornia - you only have to worry about california and US law. If you live in Pennsylvania, you have to worry about Pennsylvania Law, California law, and US law. Same thing works for other countries, if you live in ireland, you have to worry about ireland law and US law.

If that's the case, what's the difference between a "Country" and "Federal" regulation?

I think you're right, but it doesn't make sense that way.
