I don't even think you read the page at http://media.dreamhost.com/ at all. It is an apples and oranges comparison. They are only hosting the Flash application and related JavaScript files.
There is one other thing they mention on that page: conversion. If you have a web hosting account you can have their backend convert media files to .flv format for you. The way it works is that you upload an AVI/MOV/MPEG/MPG file to your web site, and tell the Web Panel the URL and dimensions you want, and it will convert to Flash video (FLV) format for you.
If you are going to be allowing people to convert files through you web site, you will want to get a dedicated server. Shared hosting is not the place for CPU-intensive tasks.
