Assuming that you really are that ignorant, and are not just being obstinate (which is a distinct possibility!), DreamHost defines "spam" pretty clearly on their "Abuse Center" pages. In particular, the section on "other types of spam" talks about "The practice of posting unrelated, offtopic and typically promotional messages to message forums or guestbooks."
A user posting a *relevant* message here, that is "on topic", has *some other purpose than to drive traffic to their site*, and includes a promo code as part of their sig is a far cry from a spamming low-life that posts solely to drive traffic to their site (even if it *is* under the guise of "offering the best codes"). That's about as lame as it gets.
And that is *exactly* what you are doing. You've made the point very clear with your statements like "At least people have to visit my site to get a promo code!", "People have to at least visit http://deleted.net and look around to get the best Promo code" and "FWIW, a person has to go deeper than two pages to find the better deals." Right. It's all about driving traffic to your site, and has *nothing* to do with providing useful information to anyone here.
While posting your codes directly here *might* be construed as just an ignorant attempt to "help" someone considering signing up for Dreamhost to a "discount", it would still likely be viewed as spam given the nature of the referral program, but you didn't do that - you just spammed the forum encouraging others to visit your site in search of some "best" code. That claim is probably less than accurate anyway, as there are "private" or *very thinly distributed* codes that are undoubtedly "better" than one you could build. I know of at least one you cannot match (without digging into your pocket and adding your own money to it). 
Promo codes in sigs may be distasteful to some, and you may be too feeble minded to see the difference, but DreamHost sees it differently - enough so that they took the time to address this very behavior in their policy statements.

Please "get over" your spammish behavior and/or go pollute some other forum with this pathetic attempt to drive traffic to your site (or go fix your site!). The reason some here object to such spam is that, given the reward program in place, if such nonsense isn't challenged posts such as your would likely overwhelm these forums and raise the noise to signal ratio so high the forums would be of little use.
I love it when some twit who doesn't bother to read, understand, or follow the published guidelines of a forum or community gets all huffy and righteous when others point out their error - talk about playground mentality. Walking into a place, splattering crap about, and then whining about being bullied when people object is generally not well accepted.
All that said, you do what you want - but don't start counting any of that potential referral money you are hoping to earn just yet. I wouldn't be a bit surprised if DH drops your rewards account (or even your account/site itself) if you persist in ignoring their anti-spam policies and placing such posts on forums. Doing it on DreamHost's *own* forums is just begging for "special attention."
You obviously missed the whole point of my previous post; I was trying to give you a "heads up" about this potential. You are, of course, more than welcome to ignore all of that and just disregard my (and others') warnings as just so much "ego/power trips" and "bullying"; I certianly know of no way to educate anyone who chooses to remain ignorant (or is truly stupid).
