Proxies are the b0mb! It depends how it gets used, and how much.

Any application that listens for inbound network connections (even if the application would otherwise be allowed) are not permitted. BitTorrent clients, IRC bots and bouncers (BNC) specifically may not be run on any DreamHost Web Hosting server. There are some pretty cool hosts out there, but they aren't as cheap. Check a recent slashdot article on virtual private hosting. Some of them were inexpensive (not as cheap as here) but should be able to meet your needs if you're not looking for too much traffic.
