looking for a feature that allows me to distribute web address to whom i deem appropriate, they click and get a listing of folders in that directory and can click on the file to open.
not sure of the technical names and dont want to write .htaccess for this as GODADDY requires.
help!

This is actually the default behavior here at DreamHost for any directory that does not have an index.html (or .php etc) file. You do not have to do anything to make this happen, just upload your files to the relevant directory and start giving out the web address. :)
I am not sure if you require the directory to be password protected, but this too can be done via the admin panel.
