Two quick questions:
(1) Does the smtp-quota (100 recipients/hour) apply to announcement/discussion lists? Or does it only apply if you're sending outbound email from a shell account or via a cgi script?
(2) Do I have to signup for the free domain during the hosting plan signup? Or can I signup for the free domain afterward?

My understanding is that the hourly limit does not apply to the Announce/Discussion lists. In fact, using these lists is normally the first suggestion for those running into the limit with scripts etc.

No, you don't. One of the options during the sign-up process is...
Just a dreamhosters.com sub-domain for now (you can still register a free domain later)!
