Do DH tos allow users to sell advertising space on their web sites, akin to the million dollar homepage? (try google as i can't remember the actual adddress)

Yes, it is your webspace. You are free to do whatever you wish with it, including paid advertising. Just make sure all your content is legal and you will be OK.
As for the MillionDollarHomepage idea, Simon is right, that particular horse has been flogged to death.

Of course you can sell advertising space on your websites. If you have enough traffic this is a good way to pay for your hosting costs.
