You might consider Jabber. It's not the same, but somewhat similar.

I don't think any shared hosting will allow you to run persistent processes such as an IRCD.
Your best option, if you can justify the cost, would be a dedicated server or a virtual server. Unfortunately, DreamHost is not supplying dedicated servers at the moment.
