Can we open an IRC Server using shell or do we have to purchase Ircd server?

And what type of account(s) allow that?

You might consider Jabber. It's not the same, but somewhat similar.

I don't think any shared hosting will allow you to run persistent processes such as an IRCD.

Your best option, if you can justify the cost, would be a dedicated server or a virtual server. Unfortunately, DreamHost is not supplying dedicated servers at the moment.
