phpmyadmin?

Is phpmyadmin installed by default on web host accounts? If not, is there anything special I should know about if I install it on my own?
Also does it make a difference if my php is running as cgi (not sure what that means exactly, but that's what the one-click install page says will happen after I use it to install WP).
