Is this possible? Maybe I just missed it.

What I want to do is have a domain that you can download just 1 file from and when it hits a certian limit, that's it, it either shuts the site down or tells you that it's unavailable.

What I think you want to do is called Bandwidth Throttling. check it out in the K-base (link)

I think I'm going to have to do it via software then. I need an immediate stoppage.

If you need immediate stoppage, you could always make a backup of the offending site, then delete everything leaving your own "bandwidth limit exceeded" message behind. It's not very technical at all, but it is very effective.
