I want to provide an FTP access to a new user to only a particular directory only. How do I do that?

Unfortunately you're pretty limited to the access you can give with multiple FTP users. What you can do is remap a domain to the users directory by going to your [Domains] > [Manage Domains] > "Web Hosting" - Edit and remap the domain's directory there.
