Do u think Dreamhost would let me run a Perl script 24/7. The script basiclly recieves a game servers log file and then sorts the events of the log into a mysql database?

I think it depends how much CPU it uses. If it's really cranking 24/7, then probably not, but if it doesn't load the system down much, then it's probably OK. I also guess something that runs every few minutes as a cron job, or on demand, might be better than something running continually.
I don't speak for them, though. Contact support and/or sales for something you can bank on.

Also one more thing. If i buy a package now is it easy to upgrade to a better one later? or would I have to buy a whole new account.?

Upgrading is simple, as are most accounting matters with Dreamhost.
If you go for the discount by paying for a whole year in advance, DH will prorate how much credit you have left and apply to new package.
