Horde

Hello,
I am trying to install Horde on my shared hosting account and havent been sucessful in trying to get the application to see my ~/pear/ directory
i set this in my .htaccess folder in my / directory of horde
php_value include_path /home/viqas/pear
but it still says that the modules needed are not installed. any suggestions?
