When I use the 1 click install, the confirmation code doesn't show up on the registration page, meaning no new people can register. Other fourms suggest that it might be a php GD Library isn't installed. Does dramhost install the GD library?

It sure is installed. Did you use the Easy or Advanced One-Click installation?
In the Admin Control Panel, does the CAPTCHA show up in the Visual Confirmation Settings preview?
The following should show up in your Admin Control Panel under PHP Information:
gd
GD Support enabled
GD Version bundled (2.0.34 compatible)
FreeType Support enabled
FreeType Linkage with freetype
FreeType Version 2.2.1
GIF Read Support enabled
GIF Create Support enabled
JPG Support enabled
PNG Support enabled
WBMP Support enabled
XBM Support enabled
